The Simon Commission was boycotted because the Commission had no Indian members. This was seen as a deliberate insult to the self-respect of the Indians, and the government showed no inclination toward accepting the demand for Swaraj. The Government of India Act of 1919 established a system of dyarchy to govern the provinces of British India. This act called for the creation of a commission after ten years to assess the progress of the government scheme and make recommendations for subsequent reforms. The Simon Commission was widely criticised for not including any Indian representatives. This was a violation of the notion of self-determination. Nehru, Gandhi, Jinnah, the Muslim League, and the Indian National Congress criticised it for having seven British Parliament members but no Indians.
