Simon's Commission has two members' bodies.
The Government of India Legislation of 1919 announced that a royal commission would be established ten years from 1919 to provide a report on the act's effectiveness. Even though the establishment of a commission was only required in 1929 as per the 1919 Act, the Conservative Party-led government in the UK hurriedly appointed one in 1928 out of worry that the Labour Party would win the next elections. There was not a single Indian member of the Commission; it was exclusively made up of British people. This was perceived as an insult to Indians, who had a point when they said that a small group of British people could not decide their fate. This gave rise to the well-known phrase 'Simon go back.
