Detailed Solution

Since the United States is a coming-together type of federation, all the constituent states have equal powers, and states are strong vis-à-vis the federal government. There are two ways of forming a federation: coming together federation and holding together federation. In the coming together federation, individual states combine their sovereign rights and assets to create a stronger nation. All the constituent states share equal power and are equally strong in this type of federation. USA, Switzerland, and Australia are examples of such types of blocks. In the holding together kind of federation, a larger country decides to divide its power among the constituent states and the national government. In such a federation, the central government tends to be more powerful than the states. India, Spain, and Belgium are examples of this type of federation.
