Sir John Simon headed the Simon commission.
The newly elected Tories established a Statutory Commission headed by Sir John Simon in Britain. The commission, which was established in reaction to the nationalist movement, reviewed how India's constitutional system operated and made recommendations for improvements. The problem was that there was no Indian member on the commission. All of them were Britans. "Go back, Simon", was shouted at the Simon Commission when it arrived in India in 1928. All parties, including the Muslim League and the Congress, participated in the protests. Viceroy Lord Irwin made an ambiguous offer of India having "dominion status" in the future and convened a Round Table Conference to develop a new constitution to garner their support in October 1929.
