There are two major linguistic communities in Belgium, the Dutch-speaking community and the French-speaking community. The Dutch-speaking community formed the majority, yet the French-speaking minority was relatively wealthy and influential in the 1950s. This was so because the French-speaking minority formed the majority in Brussels, where all the power had been concentrated. This then led to the Dutch-speaking community feeling alienated, and the government of Belgium instituted a 3 tier government that allowed for equal representation of the interests of all communities regardless of where they resided in the country.
