The success and failure of democracy depend upon power sharing. In Belgium, the leaders realised the importance of recognising differences and diversities and accepting them. As a consequence, they amended their Constitution to accommodate all linguistic communities. It helped avoid political strife and the possible division of the small country along linguistic lines.
