There are various types of government like democratic, federalist, unitary, autocracy, and so forth. Sri Lanka has a unitary government. In a unitary government, the central government is the supreme authority, and the administration works under its heading. However, Belgium follows the federal system. In a federal system, the government is divided into two levels: state and central levels. Powers are distributed between them accordingly.
Local governments existed in Belgium even before. They played their parts and powers. However, every one of these powers was removable by the Central Government. The constitutional change in 1993 was that the local governments were given established powers that were no longer subject to the central government. In this way, Belgium moved from a unitary to a government type of government.
