In the federal structure, the state government has powers of its own and is not answerable to the central government.
In a federal system of government, two or more governments share power and authority over the same geographical area. Generally, most democracies have a federal form of government. The union government cannot command the state government to do something in a federal system. The state government has powers of its own. It can exercise its power, which is not answerable to the central government. However, the Central and the State governments are separately answerable to the citizens. However, in a unitary system, the local governments are subordinate to the central government and answerable to the central government.
