The central government cannot order the state governments to do anything in a federal system. The state government has its authority and is not accountable to the federal government. Both of these governments must answer to the people individually. Different levels of government control the same people, yet each has its jurisdiction in areas such as legislation, taxation, and administration. The Constitution specifies the jurisdictions of the various levels or divisions of government. One level of government cannot unilaterally amend the core provisions of the Constitution.
