Detailed Solution

Force of friction arises due to the interlocking of irregularities present in surfaces in contact. Smooth surfaces have comparatively fewer irregularities due to which interlocking is not very strong. This reduced the friction between the two surfaces in contact. Whereas rough surfaces have more irregularities due to which interlocking is strong. This increases the force of friction between the two surfaces. therefore we can say the force of friction is lowest when the surfaces in contact are smooth and it is highest when the surfaces are rough.
