Detailed Solution

The given statement is true.
Concept- A base is something that balances an acid. A proton can be taken from an acid by a base. Metal hydroxides and metal oxides, among other bases, can react with acids to produce neutral compounds. Water cannot dissolve bases. When the base and acid react, salts and water are created. They are slippery and have a harsh taste. Strong bases and weak bases are the two categories of bases. Strong bases include substances like sodium hydroxide. One example of a weak base is ammonia. A base that is soluble in water is an alkali. While all bases are alkalis, not all alkalis are bases. Alkali is a basic salt of alkali metal or alkali earth metal.
The pH of the solution rises when alkali and acid are combined, but falls when an acid and alkali are combined because the base is eliminated.
Because they are soluble in water, some bases, such as sodium hydroxide and potassium hydroxide are also referred to as alkalis.
Contrarily, since we are aware that bases like copper hydroxide, zinc hydroxide, and silver hydroxide are insoluble in water, they are not considered to be alkalies. Thus, they cannot be referred to as alkali. Copper oxide is the name of a base that is not an alkali because it reacts with acids to neutralise them but is not water-soluble.
Hence, the correct answer is option 1.
