But in the figure made by cutting the circle we can see that the uppermost and the lowermost parts have the radius also as its outer boundary apart from the curved surfaces.
So, the addition here is the radius in the uppermost and lowermost parts.
Therefore, the extra addition is mainly two times that of the radius of the circle.
Then,
Change in perimeter=2×Radius =2×16cm =32cm
So, it is correct that the perimeter of the new figure changes and the change of 32cm.
