The above statement is true. Moti Lal Nehru and C.R. Das formed the Swaraj Party. After the withdrawal of the non-cooperation movement by Mahatma Gandhi in February 1922 because it was turning violent, on the other hand, within the Congress, some leaders opposed the campaigns and movements. They thought that opposing British policies within the councils was essential and only the British government would listen to them. For this, within Congress, C.R. Das and Motilal Nehru formed the Swaraj party in favour of returning to council politics. But the young leaders like Jawaharlal Nehru and Subhash Chandra Bose were in favour of mass agitation and full independence.
