The Indian Forest Act of 1865, amended in 1878, divided the forest into reserved, protected, and village forests. The reserved category of the forests was under complete government control. In 1905, the colonial government suggested reserving two-thirds of the forests. In addition, the abolition of shifting cultivation, hunting, and the collection of forest produce was proposed. However, the people of Bastar, located in south Chattisgarh, suffering from increased land rents, frequent demands for free labour and goods by government officials, and famines, found the reservation as the last straw. In 1910, the Bastar rebellion against the British began in the Kanger forest area, where the reservation first took place and soon spread to other parts of Bastar.
