Some social groups did not participate in the Civil Disobedience Movement that was launched in 1930 and lasted till 1934. The presence of Dalits, or untouchables, and Muslims was limited. For a long time, the Congress Party ignored the Dalits for fear of offending the conservative Hindus. Mahatma Gandhi persuaded the upper castes to change their viewpoints, but many Dalit leaders aimed at political empowerment. They demanded reserved seats in educational institutions and separate electorates to choose Dalit members for the legislative council. As for the Muslims, the Congress became more visibly associated with Hindu religious nationalist groups such as Hindu Mahasabha, making the Muslims feel alienated.
Thus, the participation of these two communities was limited.
