Mahatma Gandhi began a non-violent Satyagraha on April 6, 1919, to protest the British government's unfair Rowlatt Act. The Act was opposed by every Indian leader. Gandhi suggested a statewide hartal in protest when the administration was serious about adopting the bill. He believed that constitutional safeguards would be ineffective. The populace was severely repressed by the authorities. While the hartal was successful in Delhi, there was unrest in Punjab and a few other locations. Gandhi put a halt to the hartal in the wake of the violence.
