Detailed Solution

The above statement is true.
In the winter of 1916, riots at shops were common in Russia.
In the winter of 1916, riots at bread shops became common as there was a shortage of bread and flour in the cities, as Russia faced a very harsh situation during the First World War. The defeat of the Russian army in Germany and Austria was demoralising and shocking. As they withdrew, the Russian army destroyed crops and buildings to prevent the enemy from being able to live off the land. Consequently, it led to the displacement of over 3 million refugees in Russia. In addition, industries in Russia were severely affected. Because of these reasons, there was a shortage of essential goods, and riots at shops increased as rioters required these goods.
