Detailed Solution

The above statement is False.
A country can not choose its party system. The Party system of a nation depends upon the prevailing condition or situation. Linguistic communities, history, an earlier form of government, caste system, religious communities and other social divisions influence the evolution of a party system in a country. For example, Germany used to have a very homogenous society. So in this condition, one or two parties would be enough to present to the community. But India has numerous religions and languages; it would be difficult for one or two parties to represent them. So there should be more parties. This led to multi-party system evolution in India.
The correct statement would be the Party System is something a country cannot choose.
