Statement - I : Electric field outside the wire due to a steady current through it is zero.
Statement – II  Net charge present on current carrying wire is zero.

In steady state flow of current, net charge entering the conductor is equal to the net charge exiting the conductor. Therefore, there won't be any excess charge on the conductor. Consequently there won't be any field outside the wire.
