SiCl4  and other tetra chlorides (except CCl4) undergoes hydrolysis due to the presence of empty d orbitals in Si that can accommodate lone pairs of oxygen from water. As C has no vacant d orbitals to accommodate electron pairs donated by oxygen atom of water molecules during hydrolysis, therefore CCl4 cannot undergo hydrolysis.
