The electron pair between hydrogen and fluorine atoms more towards fluorine atom, due to its more electro negativity.  So in HF polar covalent bond is present. The electro negativity difference between two fluorine atoms is zero in F2 molecule  so it is non polar molecule. 

In BCl3also electro negativity difference is less than 1.7, it is also non polar molecule.
