As an ammeter is connected in series in a circuit, to convert a galvanometer into an ammeter, a shunt resistor of very law resistance is connected in parallel with the galvanometer. As the ammeter is connected in series in a circuit, it should have very low resistance to maintain the actual current in the circuit. So, for ideal state, it should have zero resistance.

As a voltmeter is connect in parallel in a circuit, to convert a galvanometer into a voltmeter, a very high resistance resistor is connected in series with the galvanometer. As the voltmeter is connected in parallel in a circuit, it should have very high resistance so that it does not draw any current form the circuit to measure accurate reading. So, in ideal state, it should have infinite resistance.
