Statement (B) : The force is exerted by a magnetic field on moving charges or on a current carrying conductor only but not on stationary charges.

Stationary charges produce electric field while moving charges produce electric as well as magnetic field.

As the stationary charge does not produce magnetic field, stationary charge does not experience any effect from external magnetic field. While moving charges or current carrying conductors produce magnetic field, their interaction with external magnetic field causes force on them (moving charge and current carrying conductor).
