General formula of $\mathrm{\alpha }-$amino acids is ${\mathrm{H}}_2\mathrm{N}-\mathrm{CH}\left(\mathrm{R}\right)-\mathrm{COOH} ;$

If the -R part contains 

a) no $-\mathrm{COOH}$ group or no $-{\mathrm{NH}}_{2 }$group(or no other basic groups like secondary.amine group or tertiary amine group)…..Neutral amino acid
