Statement-I: Aniline cannot be prepared by Gabriel phthalimide synthesis

Statement-II: Aniline is a primary aryl amine.

The main step in Gabriel phthalimide synthesis is 

‘X’ on alkaline hydrolysis gives $\mathrm{R}-{\mathrm{NH}}_2$

In step I instead of R - X if we take ${\mathrm{C}}_6{\mathrm{H}}_5-\mathrm{X} \mathrm{we} \mathrm{get} {\mathrm{C}}_6{\mathrm{H}}_5{\mathrm{NH}}_2$. But this is not possible;

${\mathrm{C}}_6{\mathrm{H}}_5-\mathrm{X}$ cannot be attacked by the nucleophile because ${\mathrm{C}}_6{\mathrm{H}}_5-\mathrm{X}$ stabilizes through resonance, C-X acquires double bond character;

It is non reactive towards nucleophilic substitution;
