An oxidant is that whose oxidation number decreases in a redox reaction by gain of an electron  or electrons. Writing oxidation number of sulphur atoms in the given answers, we have :

(a)      PbO2+SO2PbSO4 :  change in oxidation state of S :+4 to +6 

(b)      SO2+H2OH2SO3 : NO  change in o.s of S 

(c)          3Fe+SO22FeO+FeS  : change in o.s of S :+4 to -2

(d)      2NaOH+SO2Na2SO3+H2O : NO change in o.s of S

From above, we see that the oxidation number of sulphur decreases from +4 to -2 in reaction (c). So, in this reaction, SO2 acts as an oxidant.
