Swaraj Party was formed by C. R. Das and Motilal Nehru within the Indian National Congress.
Some leaders within Congress wanted to participate in the provincial councils' elections that had been established by the Government of India Act of 1919 since they were, by this point, weary of large-scale struggles. They believed it was crucial to criticise British policy inside the councils, make a case for reform, and also show that these councils weren't democratic. Within the Congress, C. R. Das and Motilal Nehru founded the Swaraj Party to promote the idea of council politics.
