The Criminal Tribes Act was passed by the British government to limit the movement of nomadic people. Some woods, such as deodar and sal, produced timber with high commercial value and were designated as "Reserved." Pastoralists, mentioned in the Criminal Tribes Act, were not permitted to enter these forests. Therefore it became illegal for them to hunt, graze cattle, harvest wood, or engage in any of these other activities in certain forests.
