The Extremists believed in a threefold boycott plan, swadeshi and national education. Many Indians questioned Congress' political strategy. In Bengal, Maharashtra, and Punjab, leaders like Bepin Chandra Pal, Bal Gangadhar Tilak, and Lala Lajpat Rai criticised the Moderates for their politics of prayer. Instead, they emphasised the importance of independence and productive activity. The differences between moderates and extremists were formally established during the Surat session of the Indian National Congress (INC) in 1907. They wanted to achieve "swaraj". This indicated either complete independence and freedom from British rule or full Indian control over the government of the time. However, it did not necessarily mean an end to British imperial power. They believed in a threefold plan of boycott, swadeshi, and national education.
