The British government passed the Rowlatt Act to increase its hold on the ordinary populace. This legislation was approved in March 1919 by the Imperial Legislative Council. This Act gave the British government permission to detain anyone believed to be involved in terrorist activity. Furthermore, it permitted the government to detain such suspects for up to two years without a trial. It allowed the police to search a place without a warrant too. Thus Gandhi and the other leaders called for a Hartal (suspension of labour) as a means of Satyagraha to show Indians' opposition to this law and to demand the repeal of the Rowlatt Act.
