The Mughal Empire enjoyed economic and commercial prosperity due to its effective military and administrative systems. It was referred to be the fabled land of wealth by international travellers. These tourists were astounded at the poverty that coexisted with wealth. The disparities were obvious. According to records from the twentieth year of Shahjahan's rule, there were 8,000 mansabdars in total, but only 445 were at the highest level. Only 5.6% of all mansabdars got paid for themselves and their troops, which amounted to 61.5% of the empire's total estimated earnings. The wages and purchases made by the Mughal emperors and their mansabdars consumed a large portion of their money—the artisans and peasantry who provided goods and produce benefited from this expenditure. The primary producers, or the peasants and artisans, had relatively little money for investment due to the size of the revenue collection. The most impoverished survived on food stamps and were unable to think of spending money on tools and materials that might boost output. The more affluent peasantry and artisanal groups, as well as the merchants and bankers, made money in this economic climate.
