2)      The State List includes topics like agriculture, law enforcement, business, irrigation, etc., significant to states and localities. The states may only make these laws.
3)      The topics on the concurrent list concern both the union and the states. Thus, the league and the states have the authority to enact legislation on the topics listed here, with the Centre having the last say in case of a dispute.
