During the Non-Cooperation Movement, the majority of the provinces abstained from the council elections, but Madras did not. The Justice Party, a non-Brahmin party in Madras, did not boycott the council election. Mahatma Gandhi believed that if Indians refused to comply with the British government, British rule in India could crumble in a year, and swaraj would take its place. So he suggested boycotting the elections.
