The zabt system was introduced during Akbar’s reign by his revenue minister Todar Mal.
By executing a careful survey of prices and yield cultivated in the ten years, a tax was fixed for each crop. The zamindars collected taxes from the peasants. But rebellions broke out when the Mughal administrators exploited zamindars or peasants. At times, both zamindars and peasants would rebel against the Mughal administrators if they experienced ill-treatment. However, the stability of the Mughal empire took a hit with the peasant revolts that became frequent by the end of the seventeenth century.
