The Deoband Seminary was founded in 1867 and issued many Fatwas. The Ulemas, or religious leaders of Muslims, in North India, were greatly concerned about the breakdown of Muslim kingdoms. They were concerned that the colonial rulers would push conversion and alter Muslim personal laws. To combat this, they used low-cost lithographic presses to print Persian and Urdu versions of the holy scriptures, as well as religious publications and tracts. The Deoband Seminary, established in 1867, released thousands of fatwas instructing Muslims on how to conduct themselves in daily life and clarifying the significance of Islamic beliefs. A fatwa is defined by Islamic jurists as "an issue developing about law and religion, answered in response to questions received about it."
