The Constitution was amended four times to share equal powers among the communities (fifty-nine per cent of the Belgians speak the Dutch language; forty per cent of the Belgians speak the French language, and one per cent speak the German language). The amendments provided the communities with equal powers, which in turn worked to end the conflicts. The amendments also provided for the third kind of government, called "community government." No matter where they live, members of the Dutch, French, and German-speaking communities vote for this "community government." This government is in charge of matters pertaining to culture, education, and language.
