Detailed Solution

The Indian Constitution declares India as a Union of States.
This phrase signifies that India is a ‘holding together’ federation, where the powers are divided between the Central government and its constituent states. The states have some powers in the form of specific subjects as mentioned in the State list on which it can legislate and make policies, while the Centre has the Union list on which it can exclusively legislate. But, to ensure the integration of constituent states with the Indian Union, the Constitution has given more powers to the Central government. This provision prevents state governments from doing whatever they want.
