The Hirakud Project project in the Satluj-Beas basin integrates water conservation with flood control. The main goal behind the Hirakud dam's construction was controlling floods in the Mahanadi delta.   Water supply for drinking and agriculture, hydropower production, fisheries support, and navigation were secondary goals. The dam was constructed across the Mahanadi River around 15 kilometres upstream of Sambalpur in Odisha. In western Odisha, it irrigates 267,494 hectares in the districts of Sambalpur, Bargarh, Sonepur, and certain areas of Bolangir.
