Detailed Solution

The Rajya Sabha, or the upper house, consists of 245 members, out of which 12 are nominated by the president of India for six years due to their contributions in the fields of arts, science, social work, and social services. They have a tenure of 6 years, like the other elected members of the Rajya Sabha. Unlike the Lok Sabha, the Rajya Sabha never dissolves completely. 1/3 of the members are retired every two years and replaced with new members. The vice president presides over the session of the Rajya Sabha and is also the ex-officio chairman of the Rajya Sabha.
