The 1920 Congress session was held in Nagpur. The entire non-cooperation agreements were negotiated at the Nagpur Session of Congress in December 1920. Mahatma Gandhi was the driving force behind the non-cooperation campaign. In March 1920, he issued a manifesto outlining the ideas of the nonviolent non-cooperation movement. A programme was launched to advocate the preservation of Hindu-Muslim unity and strict nonviolence, as well as to boycott schools, courts, and councils, as well as international commodities.
