Napoleon Bonaparte ascended to the throne of France in 1804. He felt that he was modernizing France. He signed many measures protecting liberals' private property. The French people started to view him as a liberator who could aid in their pursuit of independence. Napoleon's army, however, quickly started encroaching on neighbouring nations. In 1815, at Waterloo, he was ultimately defeated. Liberals did not oppose the existence of the private property, but they did not like how it was concentrated in the hands of a select few. They believed that encouraging individual initiative and labour was essential to improve society.
