The Act of Union was signed between England and Scotland. This Act was the impetus for establishing the "United Kingdom of Great Britain." Since 1603, both countries have been ruled by the same monarch. Unfortunately, the close union projects failed after the revolutions of 1688–1689 and 1702–1704. Foreign policy pressure triggered the English and Scottish parliaments, sparking a parliamentary war in 1703–1704. However, on both sides' borders, other officials recognised the need for assistance, and offering mutually viable solutions to the problems presented by both kingdoms became urgent. On the one hand, Scotland required financial resources.
