The adoption of the Non - Cooperation program was the outcome of the Congress session at Nagpur in 1920. Mahatma Gandhi said in his famous book Hind Swaraj (1909) that British rule in India was founded with the participation of Indians and had persisted only because of their cooperation. If Indians failed to comply, British control in India would end in a year, and Swaraj would take its place. Gandhiji proposed that the movement be carried out in stages. It should begin with surrendering government-awarded titles, followed by a boycott of civil services, the army, police, courts, legislative councils, schools, and foreign commodities. Many members of Congress, however, were apprehensive about the suggestions. They were hesitant to boycott the November 1920 council elections because they thought the initiative would spark public unrest. A compromise was reached, and the Non-Cooperation program was endorsed at the Congress session in Nagpur in December 1920.
