In 1906, the All India Muslim League was founded in Dacca by a group of Muslim landlords and nawabs. The first session of the All India Muslim League was held in Lucknow in 1906, with representatives from all over India in attendance. The Congress and the Muslim League signed the historic Lucknow Pact, agreeing to collaborate for the country's representative government. The Bengal partition was supported by the League. It demanded separate electorates for Muslims, which the government granted in 1909. Some council seats were now reserved for Muslims who were elected by Muslim voters. This tempted politicians to build a following by favouring their religious groups.
