The Antyodaya Anna Yojana (AAY) was launched by the government in December 2000. Under this scheme, the government distributed Antyodaya ration cards to households under the "poorest of poor" category. People covered under this category include those with no stable income, men and women over 65 years, daily wage labourers, etc. Each eligible family is entitled to 25 kg of food grains. This quantity was, however, increased to 35 kilograms later on. Rice and wheat are distributed on a scale of 20 and 15 kg, respectively, to every eligible family. The government fixed highly subsidised rates for them—Rs. Three and Rs. 2 for a kilogram of rice and wheat, respectively.
