The Mauryan empire was vast, so rulers applied different laws in different areas. The area around the capital city of Pataliputra stayed under the direct control of the Emperor. The Emperor appointed salaried officials- to collect taxes from farmers, herders, crafts persons, and traders who lived in villages and towns in the area and punish those who disobeyed the ruler’s orders. Mauryans had an elaborate system of supervisors and spies. Spies checked on officials, and senior ministers and nobles kept a watch over spies and reported to the Emperor. The Emperor ruled other important provinces through provincial capitals such as Taxila or Ujjain.
