The areas like Chandigarh, Lakshadweep or the capital of Delhi are called Union Territories.
While most of the country has been divided into states which elect their governments, some areas aren't a part of any of these states. These areas were considered too small to be organised as a separate state. However, merging them with any one state was also not plausible as they had their own unique identity. They were called the "Union territories." India has 28 states and nine union territories. Chandigarh, Lakshadweep, Andaman and Nicobar, Daman and Diu, Dadar and Nagar Haveli, Delhi, Jammu and Kashmir, Ladakh, Lakshadweep, and Puducherry are the Union territories of India. Most of them are ruled by a government that works under the direct supervision of the central government. However, the National Capital Territory of Delhi is a notable exception. Here, the government is elected by the people and works autonomously to a certain extent.
