The Arms Act was passed in 1879.
The Indian Arms Act, which Lord Litton passed in 1879, made it illegal for Indians to own weapons without a permit. The rally was conceived by Lord Lytton, who was India's emissary (served 1876–1880). It was intended to prevent the local press from reporting on British policies due to the resistance that had grown since the Second Anglo-Afghan War's inception (1878–80). English-language distribution was not allowed during the demonstration. When he was 18 years old and named attaché to his uncle Sir Henry Bulwer, who served as Minister in Washington, DC, Lytton joined the diplomatic corps. Daniel Webster and Henry Clay had just been introduced to him.
