The atmosphere of suspicion and distrust between communities  created limits to the Civil Disobedience Movement. The impersonal idea of swaraj did not appeal to all social groupings. The "untouchables" of the country were one such group. They felt that political empowerment would help them overcome their social limitations. Therefore, there was little Dalit involvement in the Civil Disobedience Movement. A few Muslim political organisations in India responded to the Civil Disobedience Movement in a restrained manner as well. It's because many Muslims felt cut off from Congress after the Non-Cooperation-Khilafat movement's demise.
