Detailed Solution

Concept: The average downfall in India is 120 cm. The South- west thunderstorm constitutes 75 of the total downfall from June to September, 13 of the rain by north- east thunderstorm from October to December, 10 of the rain by the pre thunderstorm volcanic downfall which is substantially in April and May and rest of the 2 by western disturbances from December to February.  The North- Eastern India and the western seacoast annually admit over about 400 cm of downfall. But, it's lower than 60 cm in the western Rajasthan, Haryana, touching the corridor of Gujarat and Punjab.
Downfall is inversely less in the east of the Sahyadris and in the innards of the Deccan table. An area with low rush is around Leh in Jammu and Kashmir. The rest of the places in the country admit moderate downfall.
Snowfall is generally confined to the Himalayan region. Owing to the nature of showers, periodic downfall is largely variable each time. Variability is high in places with low downfall similar to the corridor of Gujarat, Rajasthan, and the downwind side of the Western Ghats.
While areas entering high downfall are liable to be affected by the cataracts, the areas of low downfall are failure-prone.
Hence, option 3 is the correct answer
